Sometimes the scholarship student needs to change the university by transferring to another university, in the same country of scholarship or in another country. For many reasons, most notably:

The weakness of the educational institution in the field of specialization of the scholarship student. |

The absence of a professor specialized in his field of study to supervise him. |
|
|
The transfer of the supervising professor to another educational institution and the absence of a replacement supervisor. |

|
Referring the supervising professor to retirement and the absence of an alternative supervisor. |
|
|
Seconding the supervising professor to another party and the absence of an alternative supervisor. |
|
|
There is no study program for the stage he wishes to study, such as a master's degree, and there is no doctoral program in that educational institution. |
The regulations of scholarship and training for university employees have authorized this, as in Article XII, which states: "The scholarship student may not move from one university to another, or from one country to another, except after the approval of the University Council based on the recommendation of the department and college councils, or the institute and the like, or the body to which the scholarship belongs, and the Scholarship and Training Committee, and the endorsement of the cultural attaché for scholarship students abroad." Suspended or overcrowded with students.
The scholarship student must not leave his place of study and not move to the new university until the decision to approve the change is issued by the university, in order not to be exposed to the suspension of his financial allocations. This is according to the provisions of Article Twenty-Seven of the Scholarship and Training Regulations, which states: "The allowances of the scholarship student shall be suspended by obtaining the academic degree or if he changes his place of study, specialization or university without the approval of the University Council."
The scholarship student must apply for change well before the date of the start of the study so as not to lose acceptance due to the delay in the approval of the competent councils and committees on the change, which takes a long time, sometimes up to two or three months.
Conditions for changing university or country:

Obtain acceptance from an educational institution recommended by the Ministry of Education. |

The specialization to be studied must be recommended by the Ministry of Education. |

The specialization to be studied must be in line with the plan of the scientific department at the University of Jeddah. |

Documents to be attached to the application:

Letter of acceptance obtained. |

A copy of the document or a letter stating that the scholarship degree has been obtained (if it is a new stage). |
Note:
In the event of approval to change the university, the duration of the study shall be an extension of the previous study period, and if it needs an additional period, it shall be done by extension according to the provisions of Article X of the Scholarship and Training Regulations for university employees.
