Sometimes a scholarship student needs to change universities by transferring to another university, either in the same scholarship country or in another country, for several reasons, the most prominent of which are:

- The weakness of the educational institution in the student’s field of study.
- The absence of a specialized professor in their field to supervise them.
- Their supervising professor moving to another educational institution and no replacement supervisor being available.
- Their supervising professor retiring and no replacement supervisor being available.
- Their supervising professor being seconded to another entity and no replacement supervisor being available.
- The absence of a study program for the level they wish to study, such as when a master’s program exists but there is no doctoral program at that educational institution.

The scholarship and training regulations for university staff allow for this, as stated in Article 12, which says: 'A scholarship student is not allowed to transfer from one university to another, or from one country to another, except with the approval of the University Council based on the recommendation of the Department and College Councils, or the institute and its equivalent, or the entity to which the scholarship student belongs, and the Scholarship and Training Committee, with the endorsement of the Cultural Attaché for students studying abroad.' This requires obtaining admission from an educational institution recommended by the Ministry of Education.

And it should not be paused or piled up with students. The scholarship recipient must not leave their current place of study or transfer to a new university until the change approval decision is issued by the university, so they do not risk having their financial allowances stopped. This is according to Article 27 of the Scholarship and Training Regulations, which states: "The scholarship allowances are stopped when the student obtains the academic degree or changes their place of study, major, or university without the approval of the University Council." The scholarship recipient must also submit the change request well in advance of the start of studies so they do not lose their admission due to delays in the approval process by the relevant councils and committees, which can sometimes take two to three months.

Conditions for changing the university or country: The decision to change the university or country is issued by the University Council based on:
- Obtaining the academic degree for which the scholarship was granted (if it is a new stage).
- Receiving acceptance from an educational institution recommended by the Ministry of Education.
- The desired major to be studied must be recommended by the Ministry of Education.
- The desired major must be in line with the academic plan of the department at the University of Jeddah.
- The university must be among the top 300 universities in the world, except for Australia is among the list of the top 200 universities, according to one of the global rankings (QS, Times, Shanghai ARWU, or U.S. News). It has the endorsement of the Saudi Cultural Attaché in the country of scholarship. The department council recommends approving the change of university or country. The college council recommends approving the change of university or country. The Permanent Committee for Scholarship and Training recommends approving the change of university or country. Documents required to be attached to the application: The admission letter obtained. A copy of the certificate or a letter confirming the degree that the scholarship is for (if it’s a new stage). Note: If approval is given to change the university, the study period will be considered an extension of the previous study period, and if additional time is needed, it will be done through an extension according to the provisions of Article 10 of the Scholarship and Training Regulations for university staff..
