Instructions

  •  

The scholarship recipient must be aware that the Saudi Cultural Mission in the host country is the primary authority responsible for their oversight. All administrative requests and transactions must be submitted via the "Safeer" portal for review and necessary action. Pursuant to Article 181 of the Executive Regulations for Human Resources in the Civil Service: "Cultural Attachés abroad shall be responsible for supervising scholarship employees throughout the duration of their mission."

The recipient's relationship is direct with the Saudi Cultural Mission. All applications are submitted electronically through the "Safeer" portal, which then routes them to the University if institutional approval is required.

The University's Scholarship Administration receives these requests and refers them to the relevant internal authorities via the Electronic Scholarship System (Kafa’ah). Once a resolution is issued by the University, the "Safeer" request is closed, thereby notifying the Cultural Mission, which in turn informs the recipient.

Failure to adhere to these procedures may result in delays. The University will not process any transaction that does not meet the specified requirements, including the mandatory recommendation of the Saudi Cultural Attaché, as stipulated in the Scholarship and Training Regulations.

 

Important Note

  •  

If the request submitted to the Cultural Mission involves any of the following: "Mission Extension, Degree Upgrade, Change of University, Change of Country, Change of Major, Scientific Trip, Graduation, or Mission Termination," the recipient must also log into the University’s Electronic Scholarship System (Kafa’ah) and submit a corresponding request.

For all other types of requests, it is sufficient to apply via the "Safeer" portal and then submit a "General Request" through the "Kafa’ah" system.
