The scholarship recipient shall travel to the place of study after the issuance of the Executive Scholarship Decision. Article (8) of the Scholarship and Training Regulations for University Staff stipulates:
“The scholarship recipient shall travel to the place of study after the issuance of the executive scholarship decision. The decision shall be deemed cancelled if the recipient does not arrive at the place of study within three months from the date specified in the decision.”
The period between the scholar’s arrival at the place of study and the official start date of study should not exceed one month, as financial allowances commence no earlier than one month prior to the start of study. This is in accordance with Article (9) of the same regulations, which provides:
“Financial allowances for the scholarship recipient shall commence from the date of arrival at the place of scholarship, provided that…”
(Until one month prior to the official start of study.)
Upon arrival at the scholarship destination, the scholar must notify the Saudi Cultural Attaché of arrival through the “Safeer” system and submit the required documents to open a personal file. This enables:
Appointment of an academic supervisor
Issuance of a financial guarantee to the educational institution
Issuance of a medical insurance card
Completion of procedures for disbursement of financial allowances
Procedures for Accessing the “Safeer” System
Once the Executive Scholarship Decision is issued, the Scholarships Administration opens a file for the scholar in the “Safeer” system. The scholar accesses the system using their National ID number according to the following steps:
Create an account in Safeer 2.
Submit a “Commencement of Study” request.
After approval of the commencement request, submit the “Study Plan” request.
After approval of the study plan, submit a new request titled “Educational Financial Guarantee.”
Once the financial guarantee is approved, a copy of the guarantee is emailed to the scholar.
Documents Required by the Cultural Attaché
Copy of passport and passports of accompanying family members, including entry stamps.
Entry visa.
Copy of the admission letter from the educational institution.
Copy of the scholarship decision issued by the university.
Copies of academic certificates and transcripts.
Copy of National ID or Family Card for accompanying dependents.
Personal photographs.
A voided check from the scholar’s bank account in the country of scholarship to enable direct transfer of financial allowances.
If the mahram accompanying a female scholar is a government employee, he must provide an exceptional leave decision, retirement decision, or scholarship decision from his employer in order to receive financial allowances.
Upon arrival at the scholarship destination, the scholar must also register their passport with the Saudi Consulate and provide their address and contact numbers to facilitate assistance when needed.
