Financial Guarantee Procedures

One of the conditions for the candidate for scholarship to obtain admission to study in foreign universities is the existence of a financial credit that guarantees the educational institution in which he will join its financial dues, whether by bank guarantee or a letter from a government or private authority. The university pays tuition fees for its scholarship students through the Ministry of Education represented by the Saudi cultural attachés in the scholarship countries. Thus, its employees are granted candidates for scholarship letters of financial guarantees to foreign educational institutions.


The financial guarantee consists of:

A letter issued by the university in English that includes the name of the candidate for the scholarship, the degree he wishes to study, the general and exact specialization, the type of study (with courses, or thesis ... etc) and the name of the country and the name of the educational institution, and clarifies the university's commitment to pay tuition fees, and all financial expenses needed by the scholarship student and his family members who accompany him at the mission headquarters. And that the party responsible for the scholarship and for paying the financial expenses is the Saudi Cultural Attaché in the country of scholarship and that all invoices are sent to the Attaché to be disbursed.

This letter is submitted by the candidate for scholarship to educational institutions abroad to obtain admission to study there. It also applies to the embassy of the country, which has obtained acceptance from one of its educational institutions, to obtain an entry visa (visa).

There are two types of letters of guarantee:

  •  
A letter of financial guarantee for the search for admission, and this is a general letter for all countries, obtained by the teaching assistant/lecturer to write to any educational institution and in any country to which scholarship is allowed.
  •  
A letter of guarantee for obtaining a visa, and this is a special letter in the name of a specific educational institution, in which the teaching assistant/lecturer has obtained approval to study, submitted after the approval of the University Council on the scholarship to complete the procedures for obtaining an entry visa for that country.

Important Note:-

The scholarship candidate must ensure that the educational institution to be contacted is among the educational institutions recognized academically and recommended by the Ministry of Education in the specialization and stage he wishes to study (master's, doctorate or fellowship) and not closed or overcrowded with students and among the best (300) universities, except Australia among the best (200) universities. According to one of the international rankings: (QS, The Times, Shanghai, US News).

    
Every person wishing to scholarship must take into account that the period between the start of the scholarship procedures and the date of the beginning of the study is sufficient to complete the scholarship and travel procedures, so that it is not less than six months as a minimum, according to the directives of the Ministry of Education ([1]).

 

The letter of financial guarantee is obtained according to the following steps:

  •  
The employee logs into the"Kafa'a"system "e-Services Platform".
  •  
Select: "Scholarship Applications".
  •  
The required financial guarantee is chosen (to search for admission or to obtain a visa) where a new page opens with a form, fill in the empty fields with the appropriate information and attach the required documents.
  •  
After that, he sends the request to the direct supervisor.
  •  
The direct supervisor approves the application and sends it to the employee concerned with the management of missions to ensure the validity of the procedures, meet the conditions and attach all the required documents.
  •  
The application shall be sent to the Director of the Missions Department for approval and signature.
  •  
The letter of financial guarantee shall be sent to the employee electronically signed and stamped on it for printing.
