The following provisions regulate the rights and obligations of scholarship students in accordance with the applicable regulations and decisions:

Good Conduct

● “The scholarship student must maintain good conduct, uphold the reputation of their country, attend their studies regularly, and complete their studies within the period specified in the scholarship decision …” Article (180) of the Implementing Regulations for Human Resources in the Civil Service.

Obligation to Notify the Cultural Mission Before Departure

● “A scholarship student may not discontinue attendance at their place of study without first notifying the Cultural Mission.” Article (185) of the Implementing Regulations for Human Resources in the Civil Service.

Enrollment in Two Programs Simultaneously

● “A scholarship student may not enroll in two postgraduate programs simultaneously. The University Council may grant an exception to this provision.” Article (34) of the Scholarship and Training Regulations for University Employees.

Promotion During Scholarship

● “An employee may not be considered for promotion while they are on scholarship or secondment for study, or while participating in a training course lasting more than six months, whether inside or outside the Kingdom.” Paragraph (A) of Article (49) of the Implementing Regulations for Human Resources in the Civil Service.

Counting the Scholarship Period for Promotion

● “The period of scholarship, secondment, or study leave shall not be counted toward fulfilling the required period of experience for the position to which the employee seeks promotion if the purpose of any of these has not been fulfilled.” Paragraph (B/3) of Article (48) of the Implementing Regulations for Human Resources in the Civil Service.

Counting the Scholarship Period Toward Annual Leave Entitlement

● “The period of scholarship for study abroad, secondment for study within the Kingdom, and training within or outside the Kingdom lasting no less than one year shall not be included in calculating the employee’s annual leave balance.” Paragraphs (G/H) of Article (135) of the Implementing Regulations for Human Resources in the Civil Service.

Suspension of Allowances During Scholarship

● “Allowances shall be paid monthly in addition to the employee’s salary and shall be reduced in proportion to any reduction in salary. Payment of allowances shall be suspended if the salary is suspended. Allowances shall not be paid when compensation is provided for leave or during a scholarship.” Article (55) of the Financial Rights and Benefits Regulations.

Employment After Completion of Studies

● “Upon completion of the period specified for their studies, the scholarship student shall work for the entity that granted the scholarship for a period equivalent to the duration of the scholarship. If they refuse to do so or fail to complete the required period of service, they shall be required to repay all financial costs incurred for the purpose of the scholarship, according to a period equivalent to the scholarship duration or the remaining portion thereof.
● The competent minister may exempt the scholarship student from working for the granting entity for the aforementioned period if they will work for another government entity whose budget is financed from the State’s General Budget. The student may also be granted an exemption of up to half of that period if they will work for another government entity whose budget is not financed from the State’s General Budget or in the private sector.” Article (189) of the Implementing Regulations for Human Resources in the Civil Service.

Assignment of Scholarship Students to Administrative Duties

● “A teaching assistant or lecturer on scholarship for postgraduate studies within the Kingdom may be assigned administrative or teaching duties appropriate to their field of study, provided that such duties do not affect their academic performance, in accordance with the decision of the department council to which they are assigned.” Article (19) of the Scholarship and Training Regulations for University Employees.

Adding the Spouse of a Scholarship Student on a Training Program to the Scholarship

● Supreme Order No. 8073/R, dated 13/05/1406 AH, stipulated that spouses of scholarship students participating in training programs may not be added to educational scholarships, as training programs are generally shorter in duration than academic study.
