Financial Rights and Benefits for Domestic Scholarship Recipients

The financial rights and benefits for scholarship recipients studying within the Kingdom are defined in Articles 21, 22, 23, 24, and 25 of the Scholarship and Training Regulations for University Staff, as follows:

Monthly Salary and Transportation Allowance

Domestic scholarship recipients are treated as active employees regarding their salary. They receive their full basic monthly salary along with the transportation allowance, from which retirement contributions are deducted, and are entitled to annual increments.

Article 21 of the Regulations states:

“Scholarship recipients and those enrolled in graduate programs within the Kingdom shall receive their full salary and the monthly transportation allowance, including the study leave allowance for physicians, pharmacists, specialists, technicians, teaching assistants, and lecturers in faculties of Medicine, Dentistry, Pharmacy, Nursing, Applied Medical Sciences, and University Hospitals.”

Relocation Allowance

A relocation allowance equivalent to one month’s salary is granted to domestic scholarship recipients assigned to an educational institution in another city if the distance qualifies for an assignment allowance. This allowance is paid once at the start of the scholarship, after the issuance of the Executive Scholarship Decision.

Article 22 states:

“A relocation allowance equivalent to one month’s salary shall be paid to a scholarship recipient assigned to an educational institution in another city if the distance between the two cities meets the distance criteria for assignment allowance.”

The Scholarships Administration automatically raises the names of eligible recipients; no action is required from the scholarship recipient.

Travel Tickets

Air tickets are provided annually for the scholarship recipient and accompanying family members if the scholarship location has an airport. This is in accordance with Article 23, amended by the Higher Education Council Resolution No. 14/61/1431 dated 26/10/1431H.

Eligible travel includes:

  1. One-way economy class ticket from the employee’s workplace to the place of study.

  2. Round-trip economy class tickets at the end of each academic year from the place of study to the workplace.

  3. Round-trip economy class ticket for participation in a scientific mission.

  4. If air travel is unavailable for a scientific mission, compensation equivalent to public transportation costs is provided.

Eligible family members include the spouse, minor children, unmarried daughters, and dependent mother.

Books and References Allowance

Scholarship recipients receive an annual books and references allowance equivalent to one month’s salary during the original scholarship period (excluding extensions).

Article 24 states:

“An annual books and references allowance equivalent to one month’s salary shall be granted to the scholarship recipient, limited to the original duration of the scholarship.”

The allowance is disbursed at the end of each financial year. The Scholarships Administration automatically processes eligible recipients.

Printing and Binding Allowance for Thesis/Dissertation

A lump-sum payment is provided to cover the printing and binding of the scholarship recipient’s thesis or dissertation:

  • Master’s degree: 3,000 SAR

  • Doctoral degree: 4,000 SAR

Article 25 states:

“A one-time allowance shall be granted for printing and binding the thesis: 3,000 SAR for a master’s degree and 4,000 SAR for a doctoral degree.”

The allowance is paid after the issuance of the graduation decision and receipt of the academic certificate. The scholarship recipient must submit a copy of the certificate to the Scholarships Administration via email: scholarships@uj.edu.sa.
