International Cooperation

 

Basic Terminology 

 

 

Foreign Entity:
Refers to any foreign legal entity, whether governmental, semi-governmental, or belonging to the private sector, provided that it is licensed and recognized in its country. This includes organizations, authorities, institutions, companies, universities, colleges, or institutes, with the condition that there are joint cooperation relations between the country of this entity and the Kingdom of Saudi Arabia.

 

Local Entity:
Refers to any national legal entity within the Kingdom of Saudi Arabia, whether governmental, semi-governmental, or from the private sector, including organizations, authorities, institutions, companies, universities, colleges, or institutes, provided that it is licensed and recognized within the Kingdom, and the University of Jeddah intends to establish joint cooperation with it.

Memorandum of Understanding:
A formal, legally non-binding document concluded between the University of Jeddah and a local or foreign entity, defining areas of cooperation and frameworks for joint work between the parties. It does not entail any financial obligations and serves as a preliminary step to activate cooperation. Its signing may be followed by the preparation of executive programs that include joint activities and projects.

Cooperation Agreement:
A formal binding document concluded between the University of Jeddah and a local or foreign entity, organizing the cooperative relationship between the parties and defining mutual obligations, responsibilities, and rights, according to what is agreed upon between the two entities.

Executive Program:
A formal non-binding document signed between the University of Jeddah and a local or foreign entity, often resulting from a previous cooperation agreement or memorandum of understanding. The program focuses on a specific area such as: scientific, research, educational, developmental, or training activity. The program is approved within the university without the need for external approvals, as long as it is based on a previous agreement or memorandum of understanding.

Basic Rules:
Agreements and memoranda of understanding are concluded in a way that achieves direct and indirect interests for the University of Jeddah with the foreign entity whose country of headquarters is linked by general relations and agreements with the Kingdom or agreements in the field of cooperation, and that the approved regulatory procedures in this regard are observed in communicating with foreign or local institutions.

Cooperation agreements and memoranda of understanding are concluded with foreign or local institutions after completing the regulatory procedures within the university, taking into account all the relevant Cabinet decisions, instructions and procedures for concluding, raising and implementing agreements, related circulars, and indicative models for international agreement projects.

It is prohibited for any university official representing the Kingdom in any agreement to express in any way the Kingdom's position on the agreement or to initial or final signature unless they are provided with authorization empowering them to do so.

Original copies of the cooperation agreement or memorandum of understanding, related authentication documents, and minutes of their exchange are kept by the National Center for Documents and Archives, and the university maintains authenticated copies of them.

Executive programs are established under memoranda of understanding and submitted to the University Council only, as they aim to activate one or more items from a memorandum of understanding previously signed between the university and the international entity.

Care is taken to translate the Arabic version and ensure its linguistic integrity to be exactly identical to the preferred text in agreements and memoranda of understanding concluded with external parties.

Agreements and memoranda of understanding are concluded in a way that serves the university's interest and enhances its ability to implement modern Saudi university programs, and the agreement or memorandum of understanding model must clarify the connection to modern Saudi university programs.

Agreements and memoranda of understanding are implemented in a way that contributes to achieving performance indicators of the university's strategic plan, and the agreement or memorandum of understanding model must clarify the connection to the strategic plan performance indicators.
