International Cooperation

Key terms

Foreign entity:
refers to any foreign legal entity, whether governmental, semi-governmental or affiliated with the private sector, provided that it is licensed and recognized in its country. This includes organizations, bodies, institutions, companies, universities, colleges or institutes, provided that there are joint cooperation relations between the country of this entity and the Kingdom of Saudi Arabia.

Local Entity:

Refers to any national legal entity within the Kingdom of Saudi Arabia, whether governmental, semi-governmental or private, and includes organizations, bodies, institutions, companies, universities, colleges, or institutes, provided that it is licensed and recognized within the Kingdom, and the University of Jeddah intends to establish joint cooperation with it.

Memorandum of Understanding:

An official, non-legally binding document concluded between the University of Jeddah and a local or foreign entity, specifying the areas of cooperation and frameworks for joint action between the two parties. It does not entail any financial obligations, and is considered a preliminary step to activate cooperation, and its signing may entail the preparation of executive programs that include joint activities and projects.

Cooperation Agreement:

An official binding document concluded between the University of Jeddah and a local or foreign entity, which regulates the cooperative relationship between the two parties, and specifies mutual obligations, responsibilities and rights, in accordance with what is agreed upon between the two sides.

Executive Program:

An official, non-binding document signed between the University of Jeddah and a local or foreign entity, and is often the result of a previous cooperation agreement or memorandum of understanding. The program focuses on a specific field such as: scientific, research, educational, developmental or training activity. The program is accredited within the university without the need for external approvals, as long as it is based on a previous agreement or memorandum of understanding.

Fundamental rules

Agreements and memoranda of understanding shall be concluded in a way that achieves direct and indirect interests for the University of Jeddah with the foreign entity whose headquarters country has general relations and agreements with the Kingdom or agreements in the field of cooperation, and that communication with foreign or local institutions takes into account the legal procedures adopted in this regard.

Cooperation agreements and memoranda of understanding with foreign or local institutions are concluded after completing the statutory procedures within the university, taking into account all that is stated in this regard in the decisions of the Council of Ministers, instructions and procedures for concluding and submitting and implementing agreements, relevant circulars, and indicative models for draft international agreements.

It is prohibited for any university official to represent the Kingdom in any agreement to express in any way the Kingdom's position on the agreement, initialing or final signature unless he is equipped with an authorization to do so.

The original copies of the cooperation agreement or memorandum of understanding and the related ratification documents and the minutes of their exchange shall be kept at the National Center for Documents and Archives, and the university shall keep certified copies thereof.

Executive programs are established under memorandums of understanding and submitted to the University Council only, as they aim to activate an item or items of a memorandum of understanding previously signed between the university and the international body.

Taking care of the translation of the Arabic version and its linguistic integrity to be fully identical to the text likely in the agreements and memorandums of understanding concluded with external parties.

Agreements and memoranda of understanding are concluded in the interest of the university and enhance its ability to implement the programs of the Saudi Modern University, and the model agreement or memorandum of understanding must clarify the link to the programs of the Saudi Modern University.

Agreements and memoranda of understanding are implemented in a way that contributes to achieving the performance indicators of the university's strategic plan, and the model agreement or memorandum of understanding must clarify the link to the performance indicators of the strategic plan.
