The body responsible for the scholarship in the country of scholarship

	The scholarship student should know that the authority responsible for him in the country of scholarship is the Saudi Cultural Attaché, and that all his transactions must be submitted to it for review and take the necessary measures in this regard through the scholarship portal "Safir". Article (181) stipulates: "Cultural attachés abroad shall supervise the scholarship employees throughout the period of their scholarship."
	The scholarship student's relationship is direct with the Saudi Cultural Attaché in the country of scholarship, and all applications are sent to the Saudi Cultural Attaché electronically through the scholarship portal (Safir) and are sent to the university if necessary through this system.
	The Department of Scholarships at the university receives applications and refers them to the competent authority at the university electronically, through the electronic scholarship system, and when the decision is issued by the university, the request of an ambassador is closed, and thus the attaché is informed, and the attaché informs the scholarship of this.
	The failure of the scholarship student to do so leads to a delay in deciding on his application or treatment, because the university will not consider any transaction unless it meets the conditions and procedures, including the opinion of the Saudi cultural attaché in the country of scholarship, as stipulated in the regulations of scholarship and training for university employees.

Important Note:

	If the scholarship application submitted to the Saudi Cultural Attaché is one of the following applications: "extension of a scholarship, promotion of a scholarship, change of university, change of country, change of specialization, scientific trip, graduation, termination of a scholarship", he must enter the university's electronic scholarship system "Kafa'a";
	Except for these requests, it is sufficient to submit the application through the scholarship portal (Safir) and submit (general application) through "Kafa'a".
